A Best Management Practice "BMP" is any measure or practice used to reduce the amount of pollutions entering surface waters, air, land or ground waters. These measures are used depending on a given set of conditions to manage the quantity and improve the quality of storm water runoff in the most cost-effective manner. Once the BMPs have been identified for each of the Phase II minimum measures, municipalities must also describe measurable goals for each BMP. Measurable goals can be more complex and performance based. BMPs can generally be divided into structural and nonstructural
categories. Many may actually fit within more than one category. This
